Dear Department,

Your despatch No.283 of the 21st December regarding

un alleged agreement relating to the emigration of Chinese

to Paraguay.

We have passed on a copy of your despatch to Beurd at

Asunción una requested him to make the necessary enquiries.

At the same time we have told him the result of our enquiries

here. The Companía Internacional de Colonización is not

registered in Buenos Aires, and Mr. Faul E. Williams is not

known at the auares (Av. Fresidente koque Jaenz Pena 550)

given in the agreement enclosed in the letter from the

Governor of Hong Kong. It ruther looks as if the whole

scheme were a ramp.

we will report finally after hearing from Beard,

but I feel you may care to pass on a preliminary warning in

the interests of those who look like being duped or worse.
